Good call on the seiyuu, it is indeed a woman, but she's playing a male character, Himura Kenshin.

I'm not sure which episode it's from, but it's talking about who Himura Kenshin was during the Bakumatsu (the end of the Bakufu, or military government of the Tokugawa Shogunate).
